“Gardendale Citizens Invited to Serve on City Boards” ----------------------------------------------------------------------------------------------------------
Mayor Kenny Clemons and the Gardendale city council invite Gardendale citizens to become involved in the City’s leadership by serving on a City board or committee. Citizens who are interested in serving on a City board should submit a résumé, cover letter, and other pertinent information about yourself for consideration. Then, as the current board members’ terms expire or vacancies occur, the mayor and city council will review this information and appoint or re-appoint citizens to the boards whom they believe will be best suited for the position.
The purpose and duties of the City’s boards are as follows:
Citizens Education Committee This board was formed in 2006 to serve as an advisory board to the mayor and city council regarding issues concerning the five Gardendale-area public schools (Gardendale High School, Bragg Middle School, Gardendale Elementary School, Snow Rogers Elementary School, and Mount Olive Elementary School). The committee consists of one representative from each school who is elected by the respective Parent-Teacher Association, one representative appointed by the Gardendale High School athletic association, and members at-large nominated by the committee and/or the mayor of the City of Gardendale and approved by the Gardendale City Council. The terms of the at-large members are three years. The board meets on the second Thursday of each month at 7:00 p.m.
Downtown Redevelopment Authority Under Alabama law, the purpose of this board is to promote the revitalization and redevelopment of downtown business districts. This is done by financing projects intended to promote trade, commerce, industry, and employment opportunities in the city. There are three members appointed for six-year terms. The DRA was originally formed to facilitate the Odum Road widening project and the related retail developments that have occurred along Odum Road. The Authority is currently not active, as there are no DRA-sponsored projects currently underway, but the Authority may undertake additional projects in the future.
Hospital & Nursing Home Medical Clinic Board Under Alabama law, the purpose of this board is to provide for the construction, administration, and acquisition of medical clinics and facilities which promote the public health and/or provide housing and care for elderly persons. The board meets periodically as needed. There are three members appointed for six-year terms.
Industrial Development Board Under Alabama law, the purpose of this board is to promote industry and trade by inducing manufacturing and industrial enterprises to locate here or expand existing operations. There are seven members appointed for six-year terms. The IDB is currently not active, as there are no IDB-sponsored projects currently underway, but the Board may undertake additional projects in the future.
Inspections Appeals Board This board hears appeals of decisions made by municipal administrative officers relating to the application of the City’s building inspection regulations. There are seven members appointed for five-year terms. The Inspections Appeals Board meets as needed, but it has never been necessary for the board to meet, as there have been no formal appeals of decisions made by the City’s inspections officers since the board was created.
Jefferson/Blount/St. Clair Mental Health & Mental Retardation Authority This is a public non-profit agency authorized by the state legislature to serve the needs of mental health patients in Jefferson, Blount, and St. Clair counties. As the name implies, this is not a City of Gardendale board, but the City is authorized to appoint three members to the Authority’s board of directors due to the City’s financial support of the Authority.
Library Board The Library Board develops policies to govern the activities, operation, and administration of the Gardendale-Martha Moore Public Library. The board meets bi-monthly on the fourth Wednesday of January, March, May, July, September, and November at 4:00 p.m. at the library. There are five members appointed for four-year terms.
Parks & Recreation Board This board develops policies to govern the activities, operation, and administration of the Parks & Recreation department and the Civic Center. The board meets on the second Monday of each month at 6:00 p.m. at the Civic Center. There are five members appointed for four-year terms.
Planning & Zoning Board Under Alabama law, the purpose of this board is to provide planning, zoning, and subdivision controls for the city. Common examples of issues that come before the P&Z Board are approval of subdivision plans and requests by developers and property owners to rezone property or annex property into the city. The board meets on the second Thursday of each month at 6:30 p.m. at City Hall. There are nine members on the P&Z Board: one member is the mayor or the mayor’s designee; one member is an administrative official of the City; one member is a member of the city council; and six members are citizens appointed at-large. The terms of the at-large members are six years.
Utilities Board This board was formed in 2006 primarily for the purpose of determining the feasibility of operating a City-owned natural gas system. The board meets periodically as needed. There are three members appointed for six-year terms.
Zoning Board of Adjustments (also known as the Appeals & Adjustments Board) Under Alabama law, this board hears appeals of decisions made by the City’s zoning officials relating to the application of municipal zoning regulations; grants variances to the city’s zoning regulations; and authorizes property uses that are permitted on appeal. The board meets on Thursday evenings as needed, usually about once a month. There are five regular members, plus two supernumerary members who serve as needed in the absence of regular members. Terms are for three years.
Please note that the members of the City’s boards must be Gardendale residents. Board members are not considered employees of the City. Service as a board member is entirely voluntary with no monetary benefits or compensation.
